speechSynthesis.getVoices() lists the text-to-speech voices installed on the system: Microsoft Zira / David on Windows, Samantha / Alex on macOS and iOS, local Google voices on Android, espeak on Linux.

What this means
Browsers just forward whatever voice list the operating system has, so a UA that claims Windows next to a voice named Samantha is a macOS machine in disguise. An empty list is normal in headless browsers and some Linux setups and is not a contradiction by itself.
